According to a 2014 Human Rights Watch report, “tough-on-crime” legislation enacted since the 1980s has filled American prisons with mostly nonviolent offenders. Many people have been traumatized, many homes have been destroyed, and others are reliving the enslavement era. Is the enslavement experience being legalized through mass incarceration?
